The Department of Facilities Services is responsible for the safe, reliable, and efficient operations of buildings and utility systems, consisting of approximately 5.7 million square feet of space across four campuses (Somerville/Medford, Grafton, Boston and the School of the Museum of Fine Arts ). This role will be based out of Medford, MA.

A broad range of services are provided to support each campus which include the repair and maintenance of the University’s assets, capital renewal, engineering, energy and utilities management, energy procurement, waste management, event management, care of grounds, janitorial and pest services. We are committed to developing the highest standards of quality and performance and dedicated to continuous improvement across each department. We work very closely with the Department of Industrial Hygiene & Lab Safety coordinating daily operations with Tufts Police, Fire Marshalls, and local agencies.  We also support the planning, design, construction, and commissioning turnover processes for major renovations and new construction in conjunction with the Departments of Capital Planning and Capital Programs. This role will have reporting requirements that include close coordination, support, and services to these departments.

The campus energy systems consist of 13.8kV, 4160V, 480V and 208V electrical systems, high and low pressure steam, hot water, and chilled water provided by centralized and distributed boilers, chillers, substations, power generation and heat recovery equipment. These services are distributed primarily through direct buried conduit and piping systems owned and operated by the University. Building envelope condition and performance also play a key role in controlling energy and indoor air quality.  The building and utility infrastructure are undergoing targeted renovations and end of life upgrades to support decarbonization initiatives with a carbon neutral by 2050 commitment. In addition to renovation and new construction related commissioning process management, this role will be responsible for performing condition assessments, re-commissioning, measurement & verification, and annual lab re-verification.

Tufts University is searching for a data driven Commissioning, Measurement & Verification Engineer with a passion for problem solving and continuous improvement.  This position must effectively communicate where short and long term risks exist and how they impact operations, maintenance, and project delivery. This position may serve as lead role on small to medium scale facilities projects and/or a supporting role on large scale, complex capital and/or utilities projects. Participation in feasibility studies, planning studies, and design efforts will be crucial in laying the foundation for delivery of safe, reliable, and sustainable assets, systems, buildings, and utility infrastructure.

This position will be responsible for ensuring adherence to and revisions to applicable Tufts policies, guidelines and standards. Frequent review and mark up of piping and instrumentation diagrams (P&IDs), MEP One-Lines, loop drawings, network architecture, sequences and alarms require an individual that can remain focused while concentrating on large amounts of information, function independently, collaborate with others and manage multiple assignments. Past experience and lessons learned will also drive the evolution of project specific written commissioning, turnover, measurement, verification, and acceptance criteria used to develop requests for proposals and scopes of work for various types of Commissioning, Retro-Commissioning, and Lab Re-Verification related services.

The candidate will work closely with project groups to ensure contract language procures the tasks, process work flows, resources and physical documentation from consultants and service providers such as owner’s project manager, design consultants, 3rd party testing consultants, and the contractors executing a project.  Additionally, they will maintain each projects progress within the University’s inhouse issue tracking software where supporting documents will be organized to expedite assignment, acceptance, and subsequent asset management programs. Experience with administration of applications such as Vela Systems, Procore Punchlist, BIM 360 Field, BIM360 Build and other related design, construction, commissioning management tools is essential in being successful in this position. The tools supporting this position are always evolving. Developing a clear understanding of why stakeholders consume the data contained in the applications and how they translate the to information that supports their business processes is essential before implementing changes.

This position will ensure coaching and training of users in how to operate and maintain building and utility systems as well as how they are purchased and accurately delivered to the ownership teams. Smaller projects may require this position to take the lead in developing the curriculum for the ownership team. As a collaborative partner with facilities management, technicians, and control operators, the candidate must also demonstrate experience with interpreting these types of requirements that are needed to provide clear direction in verbal discussions, written work orders, audits, commissioning reports, and a growing fault detection insights program. Because of the critical role this position serves, it may be required to work an irregular schedule and/or shift based on the evolving needs of the University.

Engineering & Utilities is headquartered in Medford, MA. However, approximately 20-50% travel requirement will fluctuate based on demands of the Facilities, Capital Programs, Engineering & Utilities, and Planning departments. Occasional emergency on-site support as required. Work requires regularly entering and navigating all building and mechanical/electrical system spaces, and routinely accessing and conducting inspections in both small/confined and high spaces including roofs. Some lifting may be required.

Basic Requirements:

• Four (4) year degree or equivalent in engineering field of study and six (6) years of work-related experience
• Experience from comparable technical positions & industry will be considered including the power, process, healthcare, pharmaceutical, manufacturing, and/or utilities.
• A recognized professional certification or registration
• Strong written and verbal communication skills: ability to synthesize and effectively communicate complicated concepts to general audiences.
• Technical knowledge of mechanical, electrical, plumbing, fire protection and controls systems design and construction phase testing
• Technical knowledge of building envelope
• Working knowledge of applicable local, state, and federal/national statutes and guidelines
• Ability to attend to detail and work in a time-conscious and time-effective manner
• Ability to travel up to 50% of the time, locally and overnight
• Ability to work evening or weekend hours as needed
• Excellent problem solving and multi-tasking skills
• Valid Driver’s License
• Strong interpersonal and communication skills to foster effective working relationships at all levels
• Microsoft Outlook, Office, Powerpoint, Excel.
• Autodesk Autocad, Revit, and other drafting software experience along with the ability to read and understand plans and specifications.
• IBM Maximo or other work order management systems.

Preferred Qualifications:

• Experience with navigating commercial and industrial data historians, HMI’s, and trending tools. Ie. JCI Metasys, SE Structureware,
• Measurement & Verification Certification and/or strong working knowledge of the International Performance Measurement and Verification Protocol (IPMVP). Credentials to obtain certification after 1 year of service required.
• Certification(s) in Building Commissioning, Energy Management, Energy Auditing
• Experience with using automation and analytics to assist with the Measurement & Verification process in retro-commissioning (RCx), existing building commissioning (EBCx), monitoring-based commissioning (MBCx), and ongoing commissioning (Cx) processes.
• Strong working knowledge of Cx, M&V, Lab Verification & Lab Validation standards.
• Experience with performing facility condition assessments is a plus
• Experience with construction and owner project management software: BIM 360, Procore, EBuilder, Bluebeam, P6
• Experience with commissioning software CxAlloy, BlueRithm, Facility Grid
• Participating member in one or more of the following organizations: AABC Commissioning Group, Building Commissioning Association, NEBB, Energy Management Association, Association of Energy Engineers, Cx Energy, ASME, Bacnet International, International Institute for Sustainable Laboratories
• Experience with commissioning and qualification of pharmaceutical, bio-tech, medical device, FDA/GMP facilities
• Experience with lab re-verification of biosafety level 2 and 3 labs, Vivariums, and other types of mission critical facilities.
