Responsible for the entire Facilities portfolio, including: Maintenance, Grounds and Transportation; Planning, Design & Construction; Facilities Services (Custodial; Moving and Set-up Services); and Energy Management and Sustainability. Manage a staff of approximately 160, an annual operating budget of $10M, and an annual capital budget of approximately $15M to maintain Ithaca College’s campus of 670 acres, 90 buildings (owned or leased in Ithaca, Los Angeles, and London), and 2.7 million gross square feet. Oversee the maintenance of records, preparation of related reports and departmental budgets.
Provide leadership and direct the planning and implementation of new construction and renovation projects, grounds maintenance and landscape design, and grounds construction activities.
Oversee the purchase, repair and maintenance of College owned vehicles and ensure the efficient operation of the facilities maintenance and facilities services areas.
Approve preventive maintenance programs and monitor work operations to ensure compliance with local, state, and federal regulations.
Oversee the development and implementation of a campus-wide Energy Management Plan to include aggressive programming to reduce Ithaca College costs for energy. Ensure the development and implementation of short, intermediate, and long-range goals and priorities.
Develop policies and procedures governing maintenance operations, engineering services, energy conservation, recycling, composting, and other Facilities Management programs.
Serve as Buildings & Ground (B&G) Board of Trustees committee administrative liaison supporting the Vice President for Finance & Administration/CFO
Coordinate, in conjunction with management staff, the establishment of major schedules, task assignments, staffing plans, and equipment needs to ensure compliance with specified objectives and policies.
Develop short and long-term departmental operating and capital budgets; prepare budgetary recommendations; monitor, verify and reconcile expenditure of budgeted funds.
Oversee all phases of new construction to include assessing job scope and identifying the full range of services and responsibilities to be completed; ensure the collaboration and coordination of building maintenance services and the interior design and layout of facilities.
Oversee and approve the acquisition of equipment, supplies, and materials.
Purchase the College's electric and natural gas supply to include negotiating price, and contract terms and conditions. Serve as liaison with vendors and suppliers.
Monitor the application and effectiveness of management and staff development programs and provide guidance and counsel to responsible supervisory staff.
Prepare comprehensive and detailed reports and analyses reflecting progress, adverse trends, and appropriate recommendations or conclusions.
Provide moving, maintenance, and custodial and other logistical support for campus special events in conjunction with appropriate offices.
Serve as primary liaison with contractors and service representatives and monitor work performance to ensure compliance with contractual obligations.
Direct various personnel actions to include, but not restricted to, hiring, merit recommendations, promotions, transfers, vacation schedules, and dismissals.
Serve as a member of various college's planning committees as required and assigned.
Bachelor's degree and a minimum of eight years extensive experience in the management of a complex facilities management operation; excellent organizational, interpersonal, written and verbal communication skills, extensive supervisory experience, proven success in the management of large-scale construction projects and facilities service programs, and the ability to represent the College on and off campus are required. The successful candidate will possess a comprehensive knowledge base as it pertains to current trends in higher education facilities management. A track record of supporting and advocating for team members, while also ensuring accountability for all departmental staff, tasks, and processes is required. A Master's degree is a preferred qualification.
Most of the work of the incumbent is carried out within a generally accessible, safe, indoor and outdoor environment - with the availability of partial remote work as well. The incumbent may be required to operate a personal computer and associated equipment such as computer printers as well as other office equipment used in day-to-day operations. The position is also considered to be essential during emergency situations and is subject to being requested to report to work.
