Citi Realty Services (“CRS”) Operational Governance is a global organization that provides the risk framework and controls oversight for CRS Functions and the Regional Program Assurance Office (“PAO”) activities. These activities are in place to measure, analyze and improve business process performance while ensuring all activities are consistent with Citi’s policies, standards, regulations, procedures and guidelines in order to mitigate operational risk.
Operational Governance strives to improve the level of governance applied by CRS Functional teams as well as support operational teams in their oversight and risk management activities and ensuring alignment with CRS Risk and Control (“R&C”) initiatives, programs and goals.
CRS Operational Governance and the PAO promotes Citi’s culture and principles to support CRS Functional groups to mitigate operational risk, serve clients and stakeholders, encourage conduct that is transparent, prudent and dependable, enhance world-class services and products, continue to reduce cost, and innovate new opportunities through five pillars: 1) Governance, 2) Performance Management, 3) Cost Management, 4) Information Management, 5) Improvements and Efficiencies.
Job Description:
- As Global Head of Operational Governance you will serve as advisor to the Global Head of Real Estate Operations, CRS Function Heads [Real Estate Transactions, Design and Construction, Facilities Management, Critical Facilities and Sustainability] and their leadership teams to ensure the control objectives for the business are met.
- Provide leadership in terms of strategic and forward-thinking governance support, controls, and operational expertise to achieve business performance targets while maintaining the integrity of policies and procedures.
- Define operational performance standards and metrics to ensure the appropriate risk framework is applied to business decisions.
Key Responsibilities
- Management of global standards, procedures and guidelines for CRS Functions to ensure operational consistency across the regions; manage the development of training (employees and Third Parties) on proper responsibilities under Citi policies and CRS processes with an emphasis on policy change and potential risk areas
- Lead a governance team that provides alignment with Citi risk framework, initiatives, programs and goals while ensuring consistency in the monitoring and reporting methodologies across the regions; quickly synthesize complex information and package into concise yet comprehensive information to deliver to CRS senior management, Function Head and Risk and Control with recommended course of action (remediation plans)
- Apply in-depth knowledge of Real Estate activities, financial controls and operational risk to be used in setting strategic governance direction; manage the utilization and development of key metrics linking performance to Real Estate objectives.
- Direct the regional and global CRS Functions and Asset Management teams to ensure consistency and seamless alignment with the governance strategy and risk framework; direct the implementation of consistent solutions for operational process improvements and efficiencies to mitigate operational risk.
- Support the operation teams to optimize cost that allow the firm to meet annual budgetary and business goals while improving cost validity.
- Manage relationship with outsourced service provider teams to monitor KPIs and corrective actions.
- Proactively assess workload and address with external service providers to right size.
- Understand the dependencies and inter-relationships of the tasks to ensure success.
- Communicate effectively with staff and management on status, issues, risks, goals, and objectives.
- Report on performance to management including highlighting issues, mitigation plans and progress.

Job Skills/Qualifications
- Bachelor's Degree or equivalent experience in business; Master’s Degree Preferred
- 10 – 12 years’ experience in a related field (i.e. risk, control, compliance, audit, construction, project management, etc..).
- 3-5 years’ experience managing staff.
- High energy and a passion for risk and control / governance and its processes.
- Very strong communication, influencing, and problem-solving skills.
- Strong meeting organization and facilitation skills.
- Team player with ability to handle strong personalities at all levels of the company.
- Experience and ease in interfacing with Senior Management.
- Track record of managing work to achieve milestones on time and within budget under pressure.
- Analytical, flexible, team-oriented, have good interpersonal skills with strong attention to detail.
- Technical proficiencies in Microsoft Office products (Word, Excel, and PowerPoint) and Microsoft Project as well as industry standard project management tools.
- Financial Services experience preferred.
