Position Summary and Responsibilities Reporting to the Assistant Vice President of Facilities Operations, the Manager of Mechanical Services plans, manages, and coordinates the activities of skilled trades employees and other workers engaged in a variety of mechanical, electrical, plumbing, heating, controls, refrigeration and HVAC maintenance activities. This position also oversees the maintenance and operations of the Central Heating Plant (CHP) and Central Cooling Plant (CCP) and is responsible for the coordination and delivery of energy sustainable solutions.
Responsibilities:
Manage the maintenance, operations and updating of mechanical systems in all campus buildings plus campus utility systems which include electrical, geothermal, water, natural gas, storm and sewer drainage systems.
Manage the HVAC, Electrical, Plumbing, and Central Heating Plant shops and supervisors. Lead recruitment, hiring, training and retention of employees within Mechanical Services. Oversee staffing, attendance, performance evaluations, recognition and discipline.
Organize, train, schedule and supervise staff to carry out tasks safely, and in a professional manner with minimal disruption to campus programming, activities and operations.
Manage and oversee Office of Fire Prevention and Control (OFPC) inspections and related work and coordinate response to inspections.
Manage and ensure safe operation of campus fire alarm systems.
Supervise maintenance of all campus elevators and lifts.
Maintain fiscal responsibility for assigned budgets and effective utilization of personnel, materials and supplies.
Conduct periodic physical inspections of varied mechanical and electrical systems and, notes potentially or actively dangerous conditions, determines nature and extent of needed repairs, identifies and obtain personnel required to perform the necessary work.
Develop, coordinate, and implement preventive maintenance schedules and standards to ensure service or repairs are performed on a frequency necessary to maintain the assets and reliability of systems. Manage and create new equipment preventive maintenance standards as new systems are introduced. Ensures that staff is adequately trained on new equipment.
Supervise and arrange for periodic tests of boiler water, plant emissions, fuel analysis, for the safe and compliant operation of the facility.
Oversee the operations of the Central Heating Plant on a 3-shift basis, 24 hours a day / 365 days a year.
Ensure all responsible areas meet environmental and safety requirements and operations are in compliance with applicable federal and state construction and safety codes including ADA, OSHA, EPA, DEC, and OFPC. Instructs staff in safety policy and ensures that employees attend training related to their work.
Ensure effective and efficient use of utilities and manage continuous efforts to reduce energy consumption, monitors energy use, analyzes trends, and makes adjustments to operations as necessary. Manage and oversee the operation and readiness of the Power Plant, cogeneration system, and Central Cooling Plant. Participate and collaborate with others at the College to make recommendations to procure energy suppliers.
Administer and monitor a campus-wide computerized energy management program and produce operation reports as requested. Conduct periodic analysis of operating efficiencies and make recommendations for changes that will reduce energy consumption while maintaining operating standards.
Manage utility, infrastructure and other related construction projects including, project execution, financial management, and delivering projects.
Other duties as assigned.
Qualifications
Minimum of eight years of experience in the operation and maintenance of high pressure steam boilers, steam co-gen, central chiller and utility distribution systems, five years of which shall have been in a supervisory capacity.
Bachelors degree in Mechanical Engineering or license in a mechanical trade is preferred.
Demonstrated experience providing excellent customer service including timely responses to requests. Able to provide effective leadership to cultivate and promote a positive service environment. This position routinely represents the Colleges interest when working with architects, engineers, contractors, suppliers and project managers.
Strong oral and written communication skills required. Ability to design appropriate work routines and communicate instructions clearly to supervisors and staff and to proactively communicate with the campus community about upcoming disruptions or projects.
Vast knowledge of Physical Plant operations including managing personnel, managing department budgets and maintenance of campus buildings.
Demonstrated experience in a CMMS system, experience with TMA preferred. Ability to learn new software related to the management of mechanical services quickly.
Hands on experience and knowledge of mechanical systems are necessary to operate, troubleshoot, repair and perform routine and preventive maintenance on these systems and their related auxiliary equipment.
Proven experience managing multiple tasks and projects effectively.
Working knowledge of Andover controls is preferred.
Maintain a work culture of excellence and inclusion in all facets of the operation.
Ability to effectively read, interpret, and understand technical documents, specifications, diagrams, sequences of operation, and drawings.
Possess solid knowledge of federal, state, and local safety and regulatory codes, with the ability to research applicable codes related to specific projects, departmental processes, or initiatives.
After-Hour Emergency Response - must be able to respond to after normal business hour emergencies and incidents as needed, and on short notice.
Essential Personnel - must be able to function in an essential personnel role, which may include an extended on-campus presence during campus, local, regional, or national emergencies.
Experience working with Bargaining Unit employees preferred.
A valid drivers license is required.
