Job Description
Montgomery College has an immediate need for a full-time Energy Conservation Manager in the Facilities - Central Administration department, Central Services Building in Rockville. The typical work schedule is Monday-Friday, 8:30 am to 5:00pm. This is an exempt, non-bargaining, grade 35 position. This position is currently eligible for telework 1 day a week. This eligibility is subject to change based on the needs of the unit.

This position serves as the program manager for the College's energy conservation program. The incumbent advises senior management on college procedures regarding energy management and implements strategies to reduce the consumption of energy. Work assignments are received as directives and the employee independently initiates activities, including surveys, audits, and consultation with customers on energy efficiency matters, to identify potential problems.
As the subject matter expert on energy conservation, the Energy Conservation Manager analyzes and evaluates energy use by the College and institutes measures including design and construction of appurtenances and/or facilities, energy conservation practices, and maintenance procedures for building equipment and systems to further the program. Follows industry standards and applies technical engineering principles and concepts to a wide range of energy situations with full technical responsibility for results. Completed work is reviewed for applicability in meeting the needs of the College and the reduction of energy usage.
Reporting to the Director, the Energy Conservation Manager has duties that include but are not limited to:
- Provides technical advice, including load management and conservation.
- Advises Facilities management about heating, ventilating, air conditioning (HVAC) and lighting systems and recommends strategies to encourage the implementation of conservation and load management measures.
- Advises engineering staff on energy systems and designs.
- Prepares Resource Conservation plan, Utilities Master Plans, Building Automation Controls Master Plan, and budgets on energy management/conservation issues.
- Reviews and approves building designs drawing specifications for compliance to regulations.
Plans, prepares budgets, and manages the Energy Capital Program for the College. - Reviews plans associated with utility installation and modification in buildings.
- Coordinates and supervises all revisions and new construction to ensure compliance to energy systems.
- Manages the College's Utility Management Program, and Utility procurement.
- Performs energy audits, surveys, and legislatively mandated benchmarking of College buildings utility consumption.
- Applies computer-based calculation methodologies for energy audit analyses.
- Maintains records and prepare reports.
- Analyzes College's energy usage and proposes modifications.
- Calculates system variables, prepares specifications and provides drawings for systems installations.
- Conducts inspections on new construction, evaluates, and provides immediate recommendations to ensure compliance to original specifications and budget outlines.
- Represents the College by participating in County and State meetings regarding Energy and Utility Management, Climate Change.
- Drafts operational and procedural manuals for newly installed and/or repaired energy systems.
- Performs other duties as assigned.
Required Qualifications:
- Bachelor's degree in an engineering or scientific discipline.
- Five years of experience in the energy conservation field as a practicing mechanical engineer.
- The equivalent combination of education, training, certification and/or experience that provides the required knowledge and expertise to perform the essential functions of the job may be considered.
- Advanced knowledge of the principles, concepts and techniques of an appropriate engineering or scientific discipline as applied to the energy conservation program, including conservation and load management technology and practices for commercial applications.
- Understanding of HVAC systems, lighting systems, electrical systems, and energy management systems.
- Ability to perform technical calculation methodologies to evaluate conservation measures, interpret energy use data, produce load profiles, and suggest control strategies.
- Proficiency in performing professional engineering studies relative to energy conservation matters and to develop and implement effective energy conservation measures.
- Eligible applicants must currently be authorized to work in the United States and not require employer visa sponsorship.
Licenses and Certifications:
- Maryland Professional Engineering License (PE Certification)
- Certified Energy Manager
Hiring Range: $95,791 to $131,713 annually. Initial salary placement is based on candidate experience and internal equity.
