King County Metro Transit is seeking to fill a Transit Construction Management V position in the Capital Project Delivery section. This Construction Management V position will play an important role in delivering critical construction projects essential to expanding transit service including system-wide bus electrification. This position will serve as lead to assigned construction team staff providing the administration and inspection of public works construction projects. The successful candidate will ensure compliance with plans, specifications, code and relevant regulatory laws, and lead coordination of construction activities with internal and external stakeholders. Provide construction perspective / input to capital projects and conduct public works contract administration of Transit related equipment, systems and facilities. The ideal candidate will be approachable, have strong interpersonal and technical skills and extensive multi-disciplinary construction management work.

Job Duties

As a Transit Construction Management V (CM V), you will:
Administer contracts and ensure compliance to requirements, contained in contract plans and specifications, for public works construction contracts
Plan, organize, lead and manage the inspection of Transit Capital projects. Develop and implement a QA/QC program for inspections of assigned projects. Coordination of scope, schedule, budget and priorities for assigned projects
Direct the management and implementation of public works construction contracts, including low bid lump sum, unit price, job order, work order and alternative delivery construction contracts
Review and coordinate the submission of field inspection reports prepared by assigned inspectors and the processing of progress payments. Develop reports and summaries of construction activities and supervise the preparation of "as built" plans
Furnish legal staff with technical and contractual data in support of legal positions on contracts and claims. Provide specific technical consultation in various engineering
Plan, coordinate and assign inspectors as needed. Lead, direct and provide guidance to internal and external staff on assigned projects
Organize, plan and manage special inspections, installation and testing of equipment, systems, and instrumentation and controls
Perform coordination efforts as required for all assigned construction project activities.
Serve as the project lead for facilitating communication with operations and maintenance staff and coordinating construction work with the operations staff and other programs. Coordinate matrixed capital improvement program team including engineering, facilities management, project control, permitting, right of way, community relations and administrative support in the delivery of construction projects
Review plans and specifications for specific projects to ensure compliance with established construction standards, applicable codes and regulations
Ensure construction activities are in compliance with permits and property agreements
Collaborate and provide review and guidance during the preparation of contract specifications drawings, contract scope, schedule and budget
Administer and negotiate change orders, and resolve contract disputes
Review contractor startup and operational testing plans and coordinate operations and maintenance training and facility operational testing
Serve as a liaison between the County, public agencies, property owners and the general public for assigned projects
Perform other duties, responsibilities, and activities as assigned

Special Requirements:
A Valid Washington State Driver's License or the ability to obtain prior to start date

Physical Requirements:
Some physical skill and effort are required to perform construction inspections
Frequent lifting and carrying of inspection equipment and the occasional lifting of hatch or manhole covers weighing up to 100 lbs

Work Location: This is a hybrid position. The main work site for this position is South Construction Office, 12400 East Marginal Way, S., Tukwila, WA 98168.
Work schedule: This career service position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday 7:00 a.m. to 4:00 p.m. Work outside of the normal work day (including nights, weekends and some holidays) may be required periodically.
Teleworking Requirement The work associated with this position will be performed predominantly by teleworking, complemented by onsite work and meetings as needed. This is subject to change at the discretion of the hiring manager(s). Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. May be required to work in adverse weather conditions.

Experience, Qualifications, Knowledge, Skills
Minimum Qualifications:
A bachelor’s degree in engineering or a related technical field OR the equivalent combination of education and experience and ten (10) years of design or construction engineering experience, which includes five (5) years administering construction projects and leading assigned staff involved in the administration, and inspection of specific construction projects, is required.
Additional requirements to be successful in this role:
Ability to read and interpret engineering drawings and specifications and provide constructive, relevant comments to project managers, engineers and consultants
Working knowledge of relevant construction laws, ordinances, County policy, and contract terms and conditions
Working knowledge of codes, standard plans and specifications, and quality control methods
Thorough knowledge of current acceptable construction methods, practices, materials and equipment. At least four years of experience in construction of transit or industrial facilities
Demonstrated ability to inspect material and workmanship, to recognize construction deficiencies and omissions requiring corrective action
Experience working with contractors to ensure compliance with contract requirements, job quality, safety, and timeliness
Ability to determine contract entitlement and to negotiate changes in a timely manner
Ability to plan and organize the work of inspection and administrative staff, ensuring that assigned work is properly conducted
Ability to resolve conflicts within the team and with the contractor
Ability to work with a diverse group of people
Ability to communicate clearly both orally and in writing
Proficiency using a computer and programs such as Word, Excel, Outlook and Microsoft Project
Knowledge of Green building, LEED, and sustainable practices and ability to achieve contractor conformance, including required documentation
