The Engineering Services Manager directs, manages and coordinates the activities and personnel of the Engineering Services Department by ensuring that the Engineering Services field operations and administrative services functions are performed in a safe, efficient and effective manner, in accordance with standard utility practices, good engineering principles, applicable codes and regulations, and follow the rules and policies of CoServ.
Primary Position Responsibilities
Assures that the Electric Engineering Technicians and Engineering Services Administrative Coordinators have a thorough understanding of CoServ’s Work Management Systems (Designer/Maximo) and GIS Mapping System (ArcMap).
Develops, oversees and is accountable for work procedures, rules and policies to ensure compliance with CoServ’s Tariff, policies, standards, specifications, criteria, rules and regulations of entities with regulatory authority related to the engineering field operations and services functions of CoServ.
Maintains a consistent, fair, and professional process for resolving conflicts with key accounts, Members/Customers of residential, commercial, and industrial projects.
Contributes to the team effort by assisting all departments within Engineering and communicates, supports, and cooperates with other CoServ departments in cross-departmental projects and initiatives.
Accomplishes staff results by communicating job expectations, coaching, appraising results and assigning and directing work.
Addresses complaints and resolves problems, as directed by the Director of Engineering Services.
Monitors and appraises job results, initiating, coordinating and enforcing policies and procedures.
Assures that the Electric Engineering Technicians maintain a thorough understanding of CoServ’s design and construction standards and specifications.
Proactive in monitoring project follow through by Electric Engineering Technicians and Administrative Coordinators to ensure Member/Customer inquiries and requests are responded to in a prompt and professional manner.
Oversees training of the Electric Engineering Technicians in the application of CoServ Engineering’s underground and overhead design standards.
Monitors and maintains a balanced workload among the Electric Engineering Technicians and Administrative Coordinators.
Determines monetary allowances for all residential, commercial, and industrial construction projects.
Calculates transformer and conductor sizing based on load requirements.
Reviews and approves designs, job costs and staking sheets for accuracy, through Designer and the Work Management System.
Complies with established CoServ safety and operating rules, procedures and guidelines including reporting unsafe practices to a supervisor.
Complies with established CoServ Information Security Handbook, policies, procedures, and guidelines including reporting suspected information security incidents to Tech Support.
Secondary Position Responsibilities
Implements new policies, procedures, and reorganizational directives from Senior Staff.
Reviews and makes decisions on easement abandonment and encroachment requests from Members/Customers.
Attends meetings, conferences, schools, and workshops to maintain and increase knowledge about utility best practices, engineering practices, codes, and regulations.
Attends city council planning and zoning meetings as required.
Builds and maintains positive working relationships with Members/Customers, Cities, Local and State entities, and employees; enforces ethical business practices.
Assists in establishing strategies and direction to achieve CoServ’s goals.
Analyzes written and verbal communication skills and provides guidance and suggestions for improvement of production, procedures and processes to improve efficiency.
Researches and calculates depreciation costs for sell of CoServ’s electric facilities.
Assists CoServ’s legal team with Bill of Sale and electric encroachment agreements.
Attends required CoServ training.
Provides assistance, information and advice to developers, builders, government entities relating to electric service and CoServ’s policies and procedures.
Maintains thorough knowledge of the NESC and NEC codes, local codes, ordinances, and PUC regulations.
Collaborates with the Director of Engineering Services and Engineering Services Administrative Supervisor with annual budget preparation.
Supports and assists other Engineering Managers by taking on additional duties and tasks during their absence.
Performs other duties and activities as directed.
Supervises Engineering Services Administrative Supervisor, Electric Engineering Tech Supervisor and Engineering Services staff.
Project Engineering & Engineering Services-Major Projects staff, in absence of the Manager.
Manages and approves staff time sheets and recommends pay changes based on performance measures.
Conducts performance evaluations bi-annually.
Performs appropriate disciplinary action when needed.
Actively participates in the hiring process of Electric Engineering Technicians and Administrative Coordinators to select the most qualified applicant.
Supervises contractor affiliates related to Engineering Services projects.
Supervises contract employees.
Education and Certifications Required
High School Diploma or G.E.D equivalency.
Bachelor’s degree in Business, Engineering or related field.
Education and Certifications Preferred
Professional Engineering Certification.
10 years’ experience in electric distribution engineering with 3 years supervisory experience.
15 years’ experience in electric distribution engineering with 3 years supervisory experience.

Must be team oriented.
Must have knowledge of CoServ design standards and overhead and underground construction specifications.
Must have comprehensive knowledge of and skill in using Microsoft Word, PowerPoint, Excel, NISC-CIS, Designer/Maximo, GIS ArcMap and SharePoint.
Must have outstanding decision making, interpersonal and problem-solving skills.
Must have proven planning, organizing and leadership skills.
Must have an excellent eye for detail, be ambitious and have a strong work ethic.
Ability to effectively execute company objectives and goals.
