Description:
Under the direction of Facilities Management (FM) senior management, the Facilities Zone Manager manages the day-to-day operations and maintenance activities of buildings and grounds in the assigned zone. The FM Zone Manager responds to inquiries and requests for service from university units occupying spaces in the zone. The position inspects facilities on an ongoing basis, reports issues, and coordinates the resolution of work orders in the zone. The FM Zone Manager oversees daily operations and management of building systems, including mechanical, electrical, plumbing, energy management, cleaning, ADA and fire/life safety compliance and monitors preventative maintenance. The position will coordinate work happening in the zone with UIC project managers and regularly communicate with building occupants. The FM Zone Manager will respond to all emergencies in the zone, including on scheduled nights and weekends. The position's main charge is to achieve FM and university goals and objectives.
Duties & Responsibilities:
General: Plan, organize, maintain, and manage the operations and maintenance of a portfolio of campus buildings, grounds and infrastructure systems supporting those buildings.
Preventative Maintenance: Establishes and monitors preventative maintenance programs. Conducts facility inspections for on-going review of preventative maintenance work. Partner with FM's Information Technology staff to develop preventative maintenance program, including identifying preventative maintenance routines based on manufacturer's recommended maintenance schedules. Use facility asset inventory and bar-coding applications to integrate with the FM's AIM system. Coordinates efforts with other members of the FMS management staff to optimize resources, maximize efficiencies and support cross-zone programs.
The position will work cooperatively with Facilities Management leadership, campus departments and colleges that occupy the assigned buildings and other campus stakeholders to develop, recommend, and administer policies, procedures and processes in support of departmental operations.
Communicating with stakeholders: Leads and participates in open forums and technical discussions about the operation of building operations and systems with stakeholders. Conversing with diverse audiences, including professional consultants and contractors, on a technical level to drive system solutions.
Creates and coordinates work orders: The position inspects facilities at least twice weekly for needed maintenance work and submits work orders. When classes are in session, classrooms should be inspected at least three times per week. All issues, especially in classrooms, should be reported immediately. Works with FM's automated work order system (AIM) to manage and keep informed of all work requests for buildings in the zone. Views work orders, complaints and other requests for services received from customers occupying buildings in the zone and inspects issue and provides additional documentation for FM trades. Helps expedite resolution and inspects work upon completion to ensure compliance to pertinent codes, regulations and guidelines. Finally, notifies customers/stakeholders when work has been completed.
Project coordination: Collaborates with PSPM in scheduling and coordinating the work of internal and external construction contractors to ensure terms of agreements are met and work is completed satisfactorily. The Facilities Zone Manager will develop requests for bids for minor repair and remodeling projects in concert with the FM Small Projects Managers. The position will work to identify projects that can be completed more economically by FM trades. Collaborate with the project managers on a communication plan for building occupants who may be impacted by the work.
Budgeting: Participates in the development and administration of the building maintenance operating budget; helps coordinate the allocation of resources following budget approval; recommends approval of expenditures. The Facility Zone Manager may participate in department capital budgeting and planning processes in relation to building maintenance capital renewal projects, deferred maintenance and program enhancements.
Committee participation: Participates in/on a variety of meetings, committees, task forces, and/or other related groups to communicate information regarding services, programs, areas of opportunity, and/or other pertinent information as appropriate. Participates in Climate Action Plan discussions and offers support and services to support UIC's sustainability initiatives. Serves as a liaison with other departments within the UIC, the community, and external agencies in order to provide information on available resources, projects, and/or services.
Code inspections: Monitors the safety and accessibility of the zones facilities and grounds and develops work orders to address safety and accessibility issues such as ADA, OSHA, and various City of Chicago and State of Illinois fire and safety codes.
Respond to all emergencies 24/7 365 days per year as required. The position will be required to work the on-call schedule of one or two evenings per week and weekends at least once per week or as required. Perform other duties as assigned.
Minimum Qualifications Required:
High school diploma or equivalent.
Three (3) years (36 months) of building maintenance or custodial work experience.
Two (2) years (24 months) of supervisory experience in building maintenance or custodial work.
