The Bloomberg Center for Government Excellence (GovEx or the Center) at Johns Hopkins University seeks to hire a Manager for Partner Programs to join our team of government, data, and performance practice experts to support senior government leaders across the United States, Canada, and Latin America to use data to get better results for residents.
TheManager for Partner Programs plays a critical role in our organization, as someone who will coordinate and communicate alignment between all GovEx programs and funder priorities. You will be crucial to maintaining collaborative partner relationships and ensure timely and successful execution of all key deliverables. Reporting to the GovEx Sr. Director for Strategy and Partnerships, you will work closely with GovEx Executive team members along with internal staff and project teams. The Manager for Partner Programs will be the primary point of contact and liaison for signature GovEx partners.

Specific Duties & Responsibilities
Identify, initiate, and steward partnerships with key stakeholders including, but not limited to, funders, academic partners, nonprofit organizations, industry associations, and public sector agencies.
Help build a partner pipeline through market research and analysis to identify emerging trends, opportunities, and potential partners.
Build and maintain strong relationships with partners, ensuring mutual trust, collaboration, and alignment of objectives.
Facilitate collaboration between partners and internal teams to drive progress on programs, initiatives and projects.
Help draft grant proposals, partnership agreements, and memorandums of understanding in alignment with partnership goals and business needs..
Track and analyze partnership performance, providing regular updates and insights to the GovEx executive team.
Perform risk management analyses and interventions to minimize risks and optimize the Center?s relationships with external partners
Report progress and effectively escalate all identified risks and fail-points to the executive team.
Cultivate and strengthen strategic relationships, collaborating with stakeholders to develop and implement partnership strategies in alignment with GovEx?s mission and funder priorities.
Build and maintain strong relationships with city leaders, elected officials, community stakeholders, foundation partners, and other critical external partners.
Serve as the primary point of contact for partner engagements, facilitating implementation and delivery against programmatic goals while ensuring clear communication and timely information flow among all parties.
Help monitor grant performance, and project deadlines and timelines, in alignment with goals and budget.
In collaboration with project administrators, keep organized records of partnership activities, deadlines, and agreements using systems such ASANA, Slack, and email.
Work closely with internal teams and partners to ideate on ways to drive continuous improvement and alignment across programs.
Craft compelling grant proposals, ensuring accuracy, compliance, and timely submission.
Track grant application statuses, manage reporting requirements, and maintain comprehensive records.
Collaborate across teams to gather necessary information, ensuring proposals are robust and reflective of organizational needs.
Stay updated on grant writing best practices and funding trends to enhance proposal success rates.
Undertake special projects as assigned by management, including leveraging expertise and resources to contribute to GovEx?s strategic planning process.
Special Knowledge, Skills, & Abilities
Manage complex relationships with program stakeholders and funders.
Understand philanthropic organizations, including experience working with funders or nonprofit organizations.
Diplomatic skills and customer service orientation to liaise with the highest levels of government and stakeholders, while successfully achieving common goals in cities?maximizing the impact of programs, pushing for data management and use methodologies and collaboratively clearing roadblocks.
Effective communications skills to serve as a persuasive representative for programs with public sector partners and partner organizations, and at public forums, as well as with community partners and stakeholders.
Proven project and management skills including experience guiding both people (teams and clients) and projects in results-oriented work.
Proven experience in project management of complex initiatives from design to completion.
Collect and synthesize information effectively.
Strong professional writing, public speaking and training skills.
Understanding of government, including experience working with cities, states, or national agencies.
Experience working in and/or with local, state, or national governments is an asset.
Knowledge of local or state government data and performance management practices is an asset.
Minimum Qualifications
Master?s Degree in Business, Engineering, Management, Education, or related field.
Five years of related experience in business development, marketing experience in education, and/or experience in a university-corporate engagement role, on either the university or industry side.
Preferred Qualifications
At least five years of experience in cultivating and managing partnerships, preferably in a relevant field such as non-profit management, business development, or community engagement.
Some experience working public policy, public administration, or a related field, particularly within local or state governments.
