Compensation
Annual salary for this position is set at $176,637 - $236,710. The District provides 4 medical plan options, with a District contribution that covers all plans & tiers at 100% for 2025. Benefits also include District-paid Dental, Vision, Life, and Long-Term Disability Insurance. The District participates in Social Security and the CalPERS pension program, offering the 3% at 60 formula for Classic members. Employees can also participate in a 457 deferred compensation plan; after one year of employment, the District provides a $4,500 match to a 401a plan. In addition, managers receive a monthly car allowance of $300, ($400 for electric vehicles), and 40 hours of management leave. The District offers tuition reimbursement after one year of employment. An on-site fitness facility can be utilized by all employees.
The Job
The District Engineer manages the functions of the Engineering department, including Asset Management, Capital Facilities, Construction Inspection, and Development Services; sets department goals, objectives, and work standards; develops and manages programs related to engineering functions; provides daily supervision to direct reports and mentors supervisors in running respective departments; performs contract administration and reviews documents submitted by consultants, outside agencies, and developers. This position is a member of the District’s management team.
The District Engineer is responsible for implementing department goals, including planning, capital improvement projects, and improving internal efficiencies. The position is ultimately responsible for ensuring compliance with environmental impact studies; that construction projects conform to District standards; and maintaining the District’s master plan. Monitoring the department and project budgets is a critical duty of the District Engineer. This position presents to the Board of Directors on a regular basis and may present to outside stakeholders as needed.
The Candidate
The successful candidate is a strong leader, capable of creating a positive and cooperative work environment; holding employees accountable when needed; and guiding and mentoring both new and experienced staff. Strong communication skills, including the ability to navigate difficult conversations, is required. The District Engineer is expected to establish and maintain effective relationships with employees, other agencies, the Board of Directors, and others contacted in the course of the work. This position must communicate and present information clearly and effectively to a variety of audiences, including at public Board meetings.
The ideal District Engineer must have experience with long-range planning of engineering projects for a public agency, including local development and capital improvement projects. Experience managing and monitoring project and department budgets is required. The successful candidate is already familiar with budgeting and purchasing principles and requirements for public agencies. The District is establishing an infrastructure Asset Management program, and prior experience or knowledge of that function for a public agency is highly preferred.
A typical way to obtain the required knowledge and abilities include a bachelor’s degree in civil engineering or related engineering field, and; six years of professional engineering experience in the planning, design, construction, maintenance, or operation of water distribution facilities and/or wastewater collection, treatment, and reclamation facilities which included a minimum of two years in a supervisory or management position in one or more of these areas. Experience in a water or wastewater agency is preferred. Possession of a current and valid California Professional Engineer’s license is required and must be attached to application.
