Capital Planning & Development is seeking a Director of Capital Project Delivery. This is a full-time (1.00 FTE),12-month, professional faculty position.

The Capital Project Delivery team oversees and supports hundreds of small and large capital projects for the University every year, creating and maintaining physical environments that support OSU's diverse students and community. The team of Construction and Project Management professionals includes construction managers and project managers. The project teams involve multiple stakeholders to ensure the successful delivery of new construction, renovation, remodel, and deferred maintenance projects that support the University's academic mission; align with OSU's commitment of Universal Accessibility and Environmental Sustainability; and honor the rich historic roots of the campus.
From conceptual project development, through design, permitting, construction and occupancy, the team endeavors to plan and develop high-value, quality, long-term, cost-effective facilities, and landscapes that enhance the teaching and research objectives of Oregon State University, embrace our partnership with the community and reinforce our stewardship of OSU lands. To that end, Capital Project Delivery has five primary goals:
Cost – Deliver projects of long-term value within justifiable, benchmarked budgets
Performance – Measure, guide and evaluate process and outcomes
Quality – Deliver projects that continue the tradition of high quality and historic character to enhance OSU's distinctive environment
Schedule – Deliver projects in a professional, timely and thoughtful manner
Stewardship – Actively collaborate with colleagues in the Office of Sustainability, Accessibility, and Facilities Services to employ life cycle cost analysis and sustainability measure in the delivery of all capital projects
The role of the Director of Capital Project Delivery is to provide leadership for the Capital Project Delivery team and oversee the effective administration of the design and construction process utilized at the University. This position utilizes a broad perspective of construction knowledge and experience to provide timely, cost effective, and professional services in support of the University's academic and research mission. A fine-tuned understanding of organizational competency that includes the ability to skillfully pivot and adapt to fast changes during project delivery is key for position success. The position will understand and respect the complexity of the university's administration in order to navigate it to effectively keep projects moving to their timely completion. This position will formulate and develop policy regarding construction project management and planning and provide expertise to administrators, committee, and departments by analyzing project requests and preparing reports.
The Director of Capital Project Delivery position works closely with university and department leadership as well as outside entities. The ability to effectively communicate, understand, empathize, and display patience with a broad group of people is key to success in this position. Interacting and engaging with respect to cultivate and maintain positive productive working relationships and partnerships across the university is an expectation for the Director of Capital Project Delivery and the positions that it supervises.
Typically requires Bachelor's degree in field related to assigned responsibilities. 3 years of management and supervisory experience in facilities and operations for a large, complex organization.
Requirements :
Bachelor's degree in a field related to assigned responsibilities (examples: Business Administration, Architecture, Construction Engineering Management, or Engineering) ; OR ten+ years of progressively responsible work experience in a position with similar duties.
Three (3) years Supervisory experience which includes team building and leadership, conflict resolution, work assignment and management, schedule management, performance management, training, and development.
Excellent interpersonal skills.
Ability to communicate with a large and diverse base of internal and external customers.
Effectively manage multiple projects concurrently in various stages of development.
Understanding of contract implementation and legal requirements associated with contracting law.
Progressive experience supervising and managing architectural and engineering work including design, specifications, project management, construction management, contract implementation and related work.
Construction, design, engineering and project management software, program, and database experience.
Familiarity with building code requirements and knowledge and experience with a wide range of mechanical systems.
Experience and knowledge with trade coordination.
Demonstrated knowledge of effective strategies for working with diverse constituents.
This position is designated as a critical or security-sensitive position; therefore, the incumbent must successfully complete a criminal history check and be determined to be position qualified as per University Standard: 05-010 et seq. Incumbents are required to self-report convictions and those in youth programs may have additional criminal history checks every 24 months.
This position requires driving a university vehicle or a personal vehicle on behalf of the university; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver's license in their state of residence, be determined to be position qualified and self-report convictions as per University Policy 05-030.
Type:
Working conditions include a combination of office and construction site environment. Physical demands of an office environment require sitting for extended periods of time working at a computer. May work under stress of deadlines. Site visits include on-campus and off-campus within the state of Oregon.
Schedule may include evening meetings with public agencies and weekend construction coordination or observation.
Physical working conditions on construction sites include activities in all types of weather. Walking surfaces may include uneven floors, gravel, and steep slopes. Climbing on scaffolding and ladders as well as bending and stooping will be required. There may be time when construction activities will occur in confined spaces. Some light lifting may be required.
